Record Locking Conditions based on Security Groups on each Form

Allow for record locking based on certain Security Groups membership, rather than for all Security Groups, on a form by form basis.

For example, it would be preferred that when an RFI is closed, the Closed status locks the records for certain Security Roles, such as Contractors, Architects and Owners, but not all Security Roles. For Submittals, it could be different Security Roles.
