Restricted Status Should have a Read Only Option

We are implementing the new restricted statuses for Submittals. Restricted Statuses can be assigned to a role as Edit or Comment Only. We would like an additional option for Read Only so that when they get to a certain point, they can only be seen at that status not added too. (Locked is too restrictive because internal roles may still be finalizing them.)
