Security Group Based Notifications

It would be helpful if we could assign notifications for specific security groups. For example, the initiator of an RFI or Submittal see's all notifications when a comment or Status is changed if that feature is on. While we want the reviewers to see these notifications, we don't want the initiator to see these until the record being reviewed is complete.
