Limiting User Access to Submittal Status

We use project sight to allow engineers and owners to review submittals. Often they also mark them as approved when there are still additional people who need to review. It would be nice to limit who can change the status of submittals forcing them to add a comment. We are always unlocking submittals after partial reviews so that they can continue to be accessed by others and processed correctly.
