Add Documents for Review to Submittal Packages

Enhancement description:

Allow us to add the documents for review at the Submittal Package level instead of on individual items.

What are we trying to accomplish?
It is convenient to keep submittal items together in a single package for the review process and return to the subcontractor so that they have a complete picture of the response. Currently, a lot of architects and consultants are returning the submittal items as a single PDF to keep things simple. We would like this option from the start with ProjectSight. Keep individual submittal items for tracking purposes, but give us the ability to package all of the documents for a review and show the reviewers response at the package level instead of the submittal level.

How is the lack of functionality affecting the business?
We end up spending more time attaching the reviewed PDF to each submittal item and subcontractors get confused about the status of the complete package vs. items.

Suggested implementation:

At the portfolio and project level, let companies decide if they want documents for review attached at the item or package level. If we choose package level, then we should be able to upload the documents for review to the package and receive the reviewers comments there. We will still mark the status of each individual item as necessary, but this will keep the documents all in one place.
