Add an option to carry Submittal Package assignments to the Submittal records within the package

If starting with a Submittal Package, in order for team members to see the items within the package, it appears that they also need to be assigned the Submittal items. An option at the Submittal Package to carry the assignments to the Submittal Items or make the submittal items available without assignments would be helpful.
