Allow the author of an RFI to mark a previous comment as the answer.

Currently a comment from someone else cannot be edited by the Author. The author wants the ability to mark the comment as an answer without editing the rest of the comment. Majority of the time, RFI responses are done via email that ProjectSight does a great job of capturing. When the RFI is closed all comments are hidden, and the assumption can only be made that the last comment is the RFI answer.
