Comment Moderation Features

We would like an option to enable comment moderation on a per-record basis. For example, instead of comments automatically being accepted and added to the record, have them go to a Comment Approver (Security Role Feature?). Then, anyone with that permission would be notified and then have an option to approve or reject the comment.

All comments (approved or rejected) should still be viewable in the history, but only approved comments are shared via email notifications & displayed for all to see in the comments tab.
