Turn off Notification About Replacing PCO Line Item Description with Budget Code Description

When making a PCO we are asked to add a description. This description is specific to each individual change order and details exactly what the change order is for, we never want to replace the entered description with the very general budget code description. It is counterproductive to our company's workflow, especially because the word "Cancel" is confusing and implies something has gone wrong so "OK" gets clicked and we end up with PCOs that have no information as to what the change order was specifically for. At the very least the alert options should be "Yes" or "No".
