The ability to turn off PCO budget and cost auto sync

In Prolog you could turn off the auto syncing of the budget & cost sides of PCOs. Related to PSW-I-746 - there are cases where you may not want both sides to match, for example when a PCCO is signed and the status fields are changed to executed. Many times the subcontract change orders are not written immediately and not necessarily for the same amount.
