Edit PCO Verbiage from the SCO Interface

Currently you can't edit PCO description verbiage from the Subcontract Change Order interface. You have to manually open a separate interface, go into the PCO's, select the number you're looking for and edit there. Prolog used to have a feature where you could edit all PCO descriptions tied to the change order from the same menu, saving a lot of time for change order revisions.
