Remove the Budget Code field as a required field in Potential Change Orders or make it optional

Not every ProjectSight client uses the Budget form, but still would like to track Potential Change Order items. Right now, the Budget field is a required field when adding Potential Change Order Items.

Can this field be controlled by a Record Setting, indicating whether the Budget Code must be used for the PCO form. RIght now, I have to go in and add a dummy budget code in the unused Budget form and assign it in the PCO Field Attributes Budget Code field as the default in order to save the PCO item.
