Bulk PCO Pricing Requests

Enhancement description:

Quickly request pricing from multiple subcontractors and have their responses track back to individual PCO line items.

What are we trying to accomplish?

* Speed up the process of initiating a pricing request for multiple subcontractors
* Ensure that the conversation & attachments regarding pricing is tracked back to the PCO record inside PS

How is the lack of functionality affecting the business?

Currently, our employees have two options:

1. Request pricing from multiple subs via Outlook to a group of subs. This option separates the conversation from the record and isn't ideal.
2. Create a line for each sub, assign it to the sub, and then enter a comment requesting pricing to initiate the conversation from ProjectSight. This option keeps the conversation with the record but takes significantly more time, since you have to create & assign each PCO item separately.

Suggested implementation:

Create an "Add Multiple" button for PCO Items that would work like this:

1. A user clicks the "Add Multiple" button and is presented with a list of the project's subcontracts.
2. The user checks a box next to each subcontractor that they want to request pricing from.
3. User clicks Next and a grid of new PCO items is created
4. User fills out the Budget Code field and any other necessary fields from the PCO item grid.
5. Below the grid, a single Comment field is available for the user to input their request for pricing language.
6. The user clicks a single "Submit Request for Pricing" button, which does the following things:

a. Confirms and saves the PCO line items for each subcontract selected in step 2.
b. Automatically assigns each PCO line item to the contact from the Subcontract To field.
c. A separate email is sent to each subcontractor with the message from step 5.
d. Subs respond to their emails and their conversation and proposals are tracked back to their respective line items on the PCO.
