Make Contract a Required Field for PCOs

In portfolio settings under PCO you currently cannot have contract be a required field to be filled out. It is advantageous to have this be a required filled alongside a budget to make sure a contract has been allocated to a budget code prior to adding in PCOs to that budget code.
