Ability to specify workflow role settings per Status

Ability to define role settings where they can set only specified values for Status. For example, our typical workflow is to allow either the sub or GC/CM to set the status to "Pending Reinspection", but not to allow Closed.

Looking at a simple option to set a role to prevent them from selecting any locked statuses. More complex option (preferred) is to establish a matrix of which roles can set specific status values.

    Our use case would be that Subcontractors could only change status to 'Submitted' and Architects could only change it to 'Approved', 'Approved as Noted', 'Rejected' or 'Revise and Resubmit'. However, I am hoping that the team is hard at work developing a workflow with ball in court and automated status changes as it moves from one person to another, and then this idea would not be needed. Thanks!
