Update User Project Access based on Project Workflow/Status

In the Portfolio settings when adding a new user or editing user settings, it would be very helpful to have the ability to filter the project list by workflow/status to only see active projects to give users access to. There is currently no indication in the project list in the user settings what the status of the project is.
