Ability to change author of an RFI

Situation comes up where we need to identify who initiated an RFI (when we can't get a third party to use the system for example), Right now we are adding them as assigned or CC'd but then there's a notification issue where they automatically get the notification when it's created even if we have turned off the workflow notifications. Maybe have a "responsible company" like in submittals or an "initiated by". Then we wouldn't be adding them as assigned or CC'd and wouldn't need ability to turn off that original notification because we'd be using it as intended (we would only assign or CC when it would make sense to notify them).
