TC1: Vista Record File Attachments to ProjectSight

Whenever possible, attachments in Vista, such as invoices, should be copied to the corresponding record in ProjectSight. It would be ideal if our project managers could look at their budget in ProjectSight, and whenever they had a question about cost hitting their job, they could just view the attachments right there.
