TC1: Vista to ProjectSight Budget Lookups

When integrating Vista jobs to ProjectSight through AppXchange, the descriptions for Budget Lookups are not brought over. This creates extra unnecessary work that should be done by the integration. Instead of just copying the code for each lookup to both the code and description fields in the lookup, it should bring over the existing descriptions from Vista.
