Better Organization Hierarchy for Transmittals

It's difficult for users from different teams to navigate in the sea of thousands of transmittals. Allow to create multiple sub folders in "Transmittals and Correspondence" so the letters could be organized by teams or projects. For instance, incoming letters and outgoing letters for electrical team needs to be separated, and the incoming letters for electrical team needs to be separated from incoming letter for construction tea.

Also create easier visualization to easily understand the hierarchy (ex. folder icons)
