Currently the Transmittal module is the only one that has a "Send" button which is odd and causes a lot of confusion. When you click the "Send Transmittal" button the History tab doesn't track that it got sent either so you don't know it is was sent or not. From a User's perspective transmittals should work the same as any other module, in particular the Submittal module, as far as how you assign to someone and send to them.
