Add the ability to Group Specifications like the Drawing Module.

With projects that have different "packages" sometimes the same specification CSI Code can be used, even though the content in the specifcation is different. As it is now, the new specification makes a revision, when it should not be. If we can make seperate groups in the specifications module we will have the ability to sort the specifications for the different packages on the project.

    This is implemented for Drawings, but it needs to be in Specs too. The use case is a school district that is one project, but 4 different buildings with separate plans and specs. We are pleased you solved this for drawings (vs VP Team) but it needs to be added to Specifications as well - Specification Group (or just re-use Drawing Group.
