Remove or make optional the Budget Code field as a required field in the Contracts

This is an optional field in Prolog.

Many times Contractors do not have an official GMP/contract with Owner however Subcontract Agreements are written and in many cases Subcontract Change Orders are written. Since there is no budget, the contract cannot be entered and Subcontract Change Orders cannot be written. This forces other systems outside Projectsight to be used.

Can this field be controlled by a Record Setting, indicating whether the Budget Code must be used for the Contracts. Currently there is not work around.
