Allow Partial Retainage Release

Certain contracts require partial retainage release during a project timeline. Currently if you zero out retainage and capture it during your application it will then create a negative sum in the following period.

One workaround is if you have curated a separate SOV line item but this not ideal for each project scenario.

Creating a setting within the budget module that allows you bill out retainage as a percentage and continuing storing for future payments on what is remaining to be billed would be the ideal
