Tie Change Orders to Executed Date

When a contract invoice record is no longer the last in the sequence for a contract, the cost period is locked. Any unapproved Subcontract Change Orders with a create date that falls within or prior to the now “locked” cost period, cannot be modified, even if they are not include on any contract invoices in question and have not been executed.

Allowing the user to have a SCO tied to the executed date would alleviate the system from locking to the previous cost period making the previous SCO editable.
