Lock Adjustable Windows/Columns Merged

Current functionality allows the user to adjust side windows and columns in budget and cost, this feature does not lock for the user and has to be manipulated each time entering into a record (GI, CI, etc.). Making this view locked for each record would alleviate the user from having to adjust every time they enter a record.
