Enable New Features Security Role Setting

Enhancement description:

Add setting to only enable new feature for certain Security Roles by default.

What are we trying to accomplish?

Restrict new features to certain individuals by default and then open it up after we decide to roll it out.

How is the lack of functionality affecting the business?

Cost Forecasting was just rolled out and enabled automatically for all of our rolls and thus internal and external team members. We don't allow any cost control features externally with Owners, Architects and Consultants and as far as they know, those features don't exist. Since Cost Forecasting was enabled automatically when it was rolled out, they had access to it before I went and disabled the feature. This allows for potential data leakage and is a huge issue, in my opinion. New feature should be disabled by default.

Suggested implementation:

Add a checkbox for security roles that says, "Automatically Enable New ProjectSight Features/Modules". If this is unchecked, then the role will not see new feature(s) until an admin enables it. If checked, the role will see new feature(s)
