Add a Team Member Security Role feature that will allow an admin role to invite existing portfolio users, but not allow them to add new users to the portfolio?

We want to be able to control who can create new users, to force consistent data entry of new user records, but at the same time, allow all users of a certain role to be able to invite existing users to their project(s).
