Add Default "View-Only" Security Role

Client requests "a typical "view only" user role if we want to share reports, but not allow any changes.". Note that this can already be accomplished by manually creating a new Role with read-only permissions to all areas of ProjectSight. We can consider an idea for adding this to the default configuration.
