Add Ability to Manage File Library Admins in Security Role settings Not Connect

Having to setup users individually on each project within Connect to b able to setup access to modify permissions is not ideal and a lot of work. Since we use ProjectSight to access the File Library, we should be able to set the rights to allow Security Roles access to be admins in Connect. Connect can read users and Security Roles so there should be a sync with the Admin/User in Connect from ProjectSight.
