We need a Budget Update Shutdown Period While Forecasting

We can have every policy in place to tell our Employees NOT to enter new financial data into ProjectSight while we are forecasting, but this almost never happens.

We also can't shut off Employee's logins as they still will need to be able to access non-financial modules.

What would be very helpful is a way to modify all records and modules in BCM to read-only, except for allowed roles/users, while we forecast. Once the forecast is done, it's flipped back on and back to normal where new POs, PCOs updated, etc.
