Ability to create Distribution Lists without needing to enter or have access to Settings

End users would benefit from being able to easily create their own distribution lists without needing to be an admin/have access to settings. This could be accomplished by allowing distribution lists to be created on the fly when creating records/notifications, as you can do with new contacts on the fly. It would also reduce the load on admins that are having to create lists for the end users that don't have access to settings.
