Forecast Month needs to be editable to match accounting rules and month-end closures or being behind and needing to back-date

When creating cost forecasts we may be behind due to many different reasons. If we need to enter an April forecast and it's already well into May, we may need to back-date the forecast month (or start on a new one early).

We need Revenues from Contract Items (Revenue Codes) to show on Budget Screen
