Copying Proposed Costs to Approved

In Prolog you used to be able to copy the proposed costs from its column, to the approved column by copying/paste. Now we have to input them individually, which takes time and could fat finger and mess up an value when inputting.

Add a data source for General Invoices like Contract Invoices which show General Invoices with General Invoice Items

Reports for General Invoices need to be able to drill into the General Invoice items from the main data source so it doesn't need to be done through a subreport. Contract Invoices currently have this data source available.
