Ability to Show Loss in Cost Forecast Module

When running a cost forecast and using the plug allocation, the software will not let you show a loss for that line item and instead only allows you to put the remaining value in. In order to have accurate cost forecasts there needs to be the ability to show a loss on a budget code, contract or project, pending the type of forecast.
