Allow sorting of Budget Group Lookup Lists

Enhancement description: Lookup Lists are able to be sorted as of a recent update (https://projectsight.ideas.aha.io/ideas/PSW-I-556) but the Budget Group Lookup Lists don't have this feature.

What are we trying to accomplish? Make Budget Group Lookups easier to read and manage since they can be very long lists.

How is the lack of functionality affecting us? The current way to rearrange the list is to click and drag individual items one at a time, but this doesn't work when adding hundreds of items.

Suggested implementation: Add the list sorting button to the top of Budget Group Lookup Lists like Lookup Lists has now.
