Budget Spec Section lookup group and Spec Sections module confusion

Currently, there is some confusion around where and how to configure Spec Section lookups for the Budget.

We have the Spec Sections Module itself, the Spec Sections settings in Portfolio Settings with a lookup list that doesn't correlate to the Budget Spec Sections, and then finally the correct location which is under Record Settings->Budget->Budget Group Lookups. Not to mention the dedicated Lookup Lists setting page that doesn't include any of the above.

From a user perspective it gets confusing and difficult to configure, or find the right location, for each thing they need. Coming from Prolog they are used to the Budget Spec Section lookups being called CSI codes, if I'm not mistaken, which is now called Spec Sections in Projectsight.
