Change "Edited By" to "Promoted By" on RFI Comment Promotion

When promoting a comment on an RFI as the ANSWER, the system will annotate the comment and note that the comment has been "Edited by" the user promoting the comment. This implies that the comment has been modified by the user promoting the comment which is incorrect. The annotation should instead read "Promoted by" to avoid any misunderstandings about the RFI answer.

    This is creating confusion on the job site. Need to keep the name of the person who gave the original answer. and add the fact it was promoted by
