Add Filtering Pane to Budget Module

The majority of the modules within ProjectSight have a Filtering Pane on the Right hand side that allows a user to filter the data by status, or other parts of the data. For this example it would be used to filter certain parts of the budget code, or could filter out status' that are not desired. For example it could filter out unapproved or inactive codes from the budget view. It also could give a more robust filtering of the budget codes other than using the search menu.

    Just trying to get more eyes on this. For projects that have a lot of budget codes, as well as codes we've transferred costs out of, by not being able to see just active codes during forecasting is cause issues. This is desperately needed. We also have some budget codes that are only used in Vista, however, since the integration pulls them all in, having a filter would alleviate that issue as well.

    This is crucial for us as we may have budget codes we no longer use, or budget codes that had no budget but were incorrectly used. We transfer the costs and the code remains in the budget screen and all reports. We need a filter option so we can save this in our view so the view is only approved budget items.
