Add create revision button on Drawing Sets view.

Enhancement description:

To improve UI experience and workflow there should be a Create Revision button added to the Drawing Sets/Drawings view.

How is the lack of functionality affecting us?

The UI is not very self explanatory about the intended workflow for Drawing Sets. Users aren't aware that they need to create a new drawing set to upload a revision to an existing drawing unless they carefully read the help menu and understand the intended workflow.

Suggested implementation:

The button would be pressed on an existing Drawing Set, it should take into account the current drawing set name and contents and create a new drawing set record with some pre-filled data carried over. For example, if they need to revise only 1 drawing in a list of 30, but still want all 30 displayed on the new Set, a revision button would carry forward all drawings but only update the revision number on drawings that are uploaded in the new record that have revisions. The rest of the drawings that were not revised will keep their previous revision number.

Create a new Drawing Set manually from the drawing set view.
