Drawing Revisions in Projectsight should use revision date

Enhancement description:

In plangrid, no matter which version was entered first (if you enter version 5 before 4), plangrid always used the revision date and versioned by that date. Projectsight is doing the opposite, you have to enter them in sequentially (it is using the date it was entered, not the revision date). It should be pulling from the revision date but instead it is pulling from when it was entered (the sequence of when it was entered)

Example: In a project a user entered the latest version first and went backwards (5,4,3,2,1) so it messed things up (made the latest revision version 1)

What are we trying to accomplish?

Drawings should be pulling from the revision date but instead it is pulling from when it was entered (the sequence of when it was entered)

How is the lack of functionality affecting us?

Drawings are being entered in sequentially backwards, and the revisions are wrong since it pulls from entry date not revision date.

Can we make it an option to make the drawing revision date determine the order of revisions?
