Drawings Revision Approval Workflow

When a contractor uploads a drawing set with drawing revisions, the status should be by default set to "Pending" and user that uploaded it cannot approve it.

1. Contractor A uploads a drawing set with drawings revisions. Drawings
are set to pending and need to be reviewed by the designer. Contractor
assigns each drawing to the designer.

2. Designer opens each drawing and changes the status from pending to
rejected or approved.

3. Contractor A publishes the approved drawings revisions and thus
become the current revision.
