Add capabilities to Cost Forecast including Copy and Refresh Actual Cost to Date

Right now, a cost forecast has to be recreated every time you want to do a new forecast. Also, if any supporting documents, like General Invoices or Contract Invoices were not added prior to the creation of the forecast and need to be reflected in the forecast, the forecast record has to be deleted and recreated after the documents are added.

It would be more beneficial if there were a copy from previous forecast feature, which would carry forward all Start and Finish dates, cost allocation type and allocation amounts for each row, from a previous forecast.

This would save much time, as the information could be reviewed and verified, and then modified, where necessary, rather than having to be re-entered every month.

It would also be beneficial if there was a Refresh feature, which would allow you to bring in an updated Actual Cost to Date, if Contract Invoices or General Invoices needed to be added to the project because they were missed prior to creating the forecast.
