Add Notes Memo to Budget Screen

I know we can add a custom field to the Budget screen, however, that field is not saved to a snapshot, nor does it flow to the Cost Forecasts. We want to be able to enter notes on each budget item that we are forecasting so each snapshot has that forecast's notes as well as transferring to the Cost Forecast.

If there was a notes field on the budget item, it would be accessible in Budget, Snapshot and Cost Forecast modules.
