Spec Section Dropdown - Match the Specifications Module

Currently the Spec Section dropdown is totally independent of the Specifications module. It would be great if the dropdown list was built off of the specs uploaded to the specifications module.

Client wants the ability to break out his meeting topics into subtopics for the meeting minutes. You can assign tasks for a topic, but this is not really sub topics.
