Comment Flag Indication Not Consistent

The comment flag shown on checklist items (and possible other records) does not consistently indicate if the comments contain information. One example would be if a user added a picture via the mobile app to the checklist item. No comment flag is shown in the web app.

Please update the comment flag to indicate the comment contains information for EVERY comment type.
