    Security Role feature settings do not allow for only access to Portfolio Settings>Users

    We need the ability to break out the Portfolio Settings access a bit more. Currently you can't provide rights to only the users section in Portfolio Settings.

    Drawings with the same number should supersede each other, regardless of Group designation. Also, I should be able to change the "Group" of a drawing after it is published.
