Add a data source for General Invoices like Contract Invoices which show General Invoices with General Invoice Items

Extend the PCO item "Description" field to more than 255 characters or add an additional PCO item field that is "memo" size.

Would like to use this field for extensive descriptions, so that it shows on the report for each PCO line item.

Have Budget and Cost Forms display amounts with 2 decimals consistently.

In the Budget and Cost forms when opened in full have a bar along the top the displays as a summary. This is inconsistent with the other locations in the form that display the amounts with 2 decimals.
