Add ability to publish annotation links to spec sections, and add annotations to already published specs

Currently per the help.

* Annotations aren't supported in published spec sections.
* Annotations that are added in specification sets aren't visible in published spec sections in the specification viewer.

The client would like to see this limitation overcome to be able to highlight specifically what pertains to a specific record.
