Change Order Request Should Have Draft Status

The COR record does not have a Draft status and it is needed more than most record types. As soon as you add the To Company to a COR, all contacts from that company have access and see the COR, when we're not ready for them to see it yet. We allow Owners to CORs so they can sign but we wait until it's ready to Assign them to it.

Because there is no Draft status, we cannot control the visibility of a COR. The new Ball in Court Workflow will not resolve this either as the Unrestricted permission still allows View.
